Bown, General Manager and Clerk of the River Wear Commissioners at Sunderland until his death in 1957, completely revised for 1967 by W. A. Flere. Written for candidates sitting the Institute of Transport examinations and published by the trade journal The Dock & Harbour Authority rather than a commercial house. Foreword by Viscount Rochdale, whose 1962 Committee of Inquiry into the Major Ports of Great Britain produced the Harbours Act 1964 and the National Ports Council he went on to chair. Flere's preface is dated December 1966, months before the Devlin reforms ended casual dock employment; the chapter on port labour describes wage structures and hiring practices as they stood immediately beforehand. Chapters also cover port finance, charges, jurisdiction and control, competition and co-ordination, and inland water transport. Contents: Foreword; Author's Preface; Bibliography; Introduction; The Characteristics and Functions of Ports; The Demand for Port Facilities; Port Jurisdiction and Control; Port Finance; Port Labour; Port Charges; Administration and Operation; Competition and Co-ordination; Inland Water Transport; Miscellaneous Matters; Index.
