In an alternate 1864, Napoleon III's secret services scour the globe for occult sciences and lost-world technologies to secure the Empire's supremacy over the British and Prussians, while a handful of Republican agents resist from Victor Hugo's real house of exile, Hauteville House on Guernsey.
