The term "central state agency for public education," refers to the state superintendent of public instruction, the State Board of Education, and their staffs, all now functioning through the State Department of Education. . . Investigation of this century of development reveals problems which recur during the period. Acquaintance with these persistent problems is essential to understanding of the present situation in California, and planning for future improvement.
