A legal and diplomatic study of the First Vienna Award of November 2, 1938, in which German and Italian arbitration transferred southern Slovakia and southern Ruthenia from Czechoslovakia to Hungary in the wake of the Munich Agreement. Chaszar, professor of political science at Indiana University of Pennsylvania, examines the dispute from the standpoint of international law, from the Treaty of Trianon through the Komarom negotiations to the arbitration and its repudiation by the Paris Peace Treaties of 1947. Nearly half the book is an appendix of 58 diplomatic documents (German, British, American, Polish and Hungarian), including letters of Regent Horthy to Hitler and Chamberlain, the Polish ambassador Lipski's conversations with Goring and Ribbentrop, and the notes exchanged between Prague and Budapest, printed in the original French. Three maps show the Hungarian demands, the Czechoslovak offers and the territory transferred. The original manuscript, a Western Reserve University thesis, received the Gold Arpad Medal of the Hungarian Association of Cleveland. Contents: Preface; List of Documents; List of Maps; The Vienna Arbitration in Retrospect; The Advancement of Hungarian Claims; The Dispute: From Diplomacy to Direct Negotiations; The Solution: From Mediation to Arbitration; The Law and Politics of the Settlement; Appendix (Diplomatic Documents, Maps); Bibliography; Index.
