Stone was secretary to the Coal Controller and assistant secretary to the Coal Commission. In his foreword, he states that the book "is not concerned with this or that theory of coal mine management, and does not enter upon a discussion of technical details, but is intended to place before the reader well-ascertained facts... as to the financial and industrial future of this country..." It provides a clear, concise analysis of the early history of the industry, the features of its present-day operations, the legislation concerning it, the questions of output and of distribution and consumption, and the perplexities of wages and wages disputes.
