From Preface: The term "central state agency for public education," refers to the state superintendent of public instruc-tion, the State Board of Education, and their staffs, all now functioning through the State Department of Education.Though the department was not organized until 1921, a general disposition to regard the state education office as an integrated agency is apparent from early years.
